My 16 yr old son was driving home and got pulled over for not dimming lights and the police office decided to give everybody a breathilizer and my son blew zero can they still test the passengers of the vehicle? Three of the minor passengers had a trace of alcohol did they have the right to test them?

Depends on the circumstances. If the officer says he smelled alcohol, that's all it would take. If it wasn't the driver, must have been someone else.
