If a non-resident is arrested/ticketed in Minnesota for underage consumption, is law enforcement, DMV, or parents notified in the state of residency?

Yes, most states communicate electronically. Additionally, if your driving privileges are revoked in one state then before you can regain privileges in another state you must first be eligible in the state where the violation/revocation occurred.
