if a 14 year old boy, who fights with his mother, has a 12 year old sister, wants to live with his father when the mother has costody and the father has visitation rights, what is the best way to go about accomplishing that?

The father would have to petition to modify the custody agreement and show it is in the best interest of the child. The fact that the fourteen year-old wants to live with the father is only one of many factors that a judge may take into consideration. Bottom line: a child does not get to chose where he wants to live.
