Legal Question in Family Law in Minnesota

I have a 16.5 year old minor who is not blood related to me in my care per her request. Her mother agreed to the terms of the arrangement (pay only for school clothes) and seemed suportive of the arrangement. The minor has a fungal infection and requested insurance docs from her mother (an RN in WI) so I could take her to the clinic. Her mother told her that she would not be doing this, as the out of network co-pay would be too expensive. When the minor asked her mother to go home for a visit to be seen by their clinic, her mother said that even that would cost too much money. I do not have legal guardianship of the minor, but did enroll her, along with my children at a MN Pub School. What can I do to obtain medical care for the minor in my care? Her mother said that she doesn't want to give me guardianship (most likely due to the fact that it will cause a rift in the adoption process of my cousin's daughter). The minor's bio-mom is fit to parent, but has been put through many trials by the minor whom is now in my home.

Please let me know if there is anything I can do that would result in the minor's ability to access healthcare, without causing a rift within my extended family.

It would require having Guardianship or a Power of Attorney from a parent regarding medical decisoins. Outside of those two voluntary solutions, you would have to file for third party custody.
