Legal Question in Family Law in Minnesota

Is it acceptable for a Judge to issue an order forbidding someone with a valid driver's license from another state to drive a vehicle in the county he presides in?

The D.O.T. was called and they have no record of such an order. Yet last night the person got stopped by the police for driving in Martin County, Minnesota and had to have someone drive her vehicle to Iowa so that she could once again drive her vehicle.
