When they turn 18 and graduate from high school (i.e. they can't). A judge MAY consider a child's wishes, but it is only one of numerous factors in determining what is in the child's best interest.
A child cannot decide where they will reside until they reach adulthood. A change of custody requires a showing of endangerment and that the benefit of the change outweighs any harm caused by the change. nly when that threshhold has been met are the child's wishes considered.
Endangerment can often be shown if the child is having serious conflict with a parent, runs away, has significant drops in grades or school behavior.
