Name change in MN

can the mother of a child who was not married change the last name without consent if the father singed a right of parentage and on the birth cirt. & paying child support ??? in MN

The mother has to go to court and request that the child's name be changed. If the father has been legally identified, the mother will be required to provide notice of any court hearing to the father. If the father objects to the name change, he will have to appear in court and explain his position to the judge. The judge then makes a decision based on what is in the best interests of the child.
