My daughter going through custody issues and her and her husband were trying to settle custody themselves, but feel he is trying to screw her, out of her kids, They agreed joint custody, physical and leagal and them to live with him and she help with expenses, no payments. If one does not have the kids of equal time in joint does that person still have to pay child support?

Famous last words in most custody cases are "we want to get along..." That usually means "we want to get along as long as it is my way..."
Child support may still be awarded if the parties share joint custody. It is based on a formula predicated on the time each party spends with the minor children and the relative incomes of the parties. For example, if each party has the the children an equal amount of time, you determine the child support obligation of each party and offset the two.
