Child Support Arrears Forgiveness

My partner owes several thousand dollars of public assistance child support arrears. He cannot get a professional license due to these arrears. Ironically, the income he will have in the new profession would double his income and increase his ability to pay child support. Minnesota recently passed Statute 548.091 Subd. 1a that allows for the termination of the interest payments on this amount. How does he make a motion to terminate interest payments? Can he get any of this amount forgiven (it is well over $15,000 and there is no way it will ever be paid off)?

He may bring a Motion to reduce or eliminate interesta dn to make payment arrangements on the arrears which would allow him to reinstate his license.
