Child support?

My husbands ex-wife left him and his two boys 14 years ago. He was awarded custody and at the time of their divorce she was not making very much income so the court documents were drawn up that she would report her earnings every quarter and when the county had seen that she had an adequate income would then figure out child support payments. Well she never reported, the county never followed up, and my husband has never received any support. She has since been on welfare, worked numerous jobs, moved around alot and back in school three times (never to finish), and I know you can not collect support while they are in school. The children are now 17 and 15, can my husband go back and collect anything, or is it a total loss? Thanks

If you spouse can show fraud (that she was required to provide income information and did not) he may be able to seek retroactive support. He mmust act quickly, however.
