Child Support

What can I do if my ex is supposed to pay child support and he hasnt for about 4 years. I have custody of our 8 year old son and he hasn't paid me anything except for when the state occasionally finds him and garnishes his wages which has only happend a handfull of times. He never keeps a job long enough to give me support. I have called my child case worker and she says there is nothing can do if he dosent have a job. Is that true is there nothing I can do? There are some other ways to collect child support besides wage garnishment. For example, levying on property, if he has any.
