Legal Question in Family Law in Minnesota

I have hardly seen my child for two years, my ex-husband has custody of her, I have not financially supported her, etc, by my own free will. I have our other child whom I fully support, my ex has hardly seen, not financially supported, etc by his own free will. He signed over his parental rights so my now-husband can adopt the child I have. My ex does not have anyone who can adopt my other child. I am wondering if I would still be able to sign over my rights, even if under the grounds of abandonment? And what would be the charges against me if it was for abandonment?
