what constitutes legal abandonment?

I am in a situation where my ex-husband has had nothing to do with our daughter since 1996 due to an order stating that he was to only see her under supervised visitation through a violence intervention program. He made two attempts and lost interest and now, 7 years later is trying to get her school report cards and transcripts. My question is, How long does he have to have no contact for it to be abandonment. In the state of MN, his child support is garnished from his wage, so he is current on that, but has had no contact since Feb. 29, 1996. My daughter was almost three at that time and is now 9.

There is no such thing as abandonment except in cases where you a seeking to terminate parental rights. If you terminate parental rights, child support would also be discontinued.
