Division of IRA

I have been divorced for 10 months and my ex-husband has yet to sign the paperwork dividing my IRA. I have given him the paperwork twice and asked him multiple times. Until he signs this my account is frozen. Is there a point where he forfeits his rights to that money, or will I have to take him to court to get his signature? He is not contesting anything, just disorganized and unmotivated because he has cash from the home equity settlement.

If it is divided by court order, it is not forfeited. You need do nothing. If he wants his interest in the plan, he can sign the papers. If he fails to do so, he may complicate matters on his end.
