Can emergency temporary custody be granted to one parent if there are signs of child neglect or physical abuse from the other parent?

It is certainly possible to seek an ex parte (emergency) order to change custody pending a full hearing on the issue. However, it woiuld require significant supportable facts in order to do so and the alleged neglect/abuse must be substantial enough to support such extraordinary relief.
