Father not notified of child being moved
There are a few questions i have:
1.) If I live in Iowa and my child is in Minnesota do I need to hire an attorney from Minnesota?
2.) Is notification needed to the non-custodial parent if a child will no longer be in the care of their mother? In other words shouldn't I have been notified of childs change of residence?
3.) If child is in the care of mothers family members shouldn't i have been given the opportunity to have the child put in my care?

You've got to go back to the language of the original custody agreement to answer this. In addition, you need to say how long the child has been in Minnesota to establish jurisdiction.
If your ex wife has decided to divest herself of the children, her family members have absolutely no rights that can stand against yours.
Depending on whether the action has to be prosecuted in Minnesota or Iowa, one could hire an Iowa attorney who could then be admitted pro hac vice. A goodly number of Iowa attorneys are licensed in Minnesota as well.
