When fighting for joint custody of children what right does one parent have to demand a drug test on the other parent if they know the other parent is using drugs?

You cannot "demand" a drug test. However, as part of a Motion, you may seek a court order requiring each party to submit to a chemical dependency assesment and drug testing. When requested, it is often a mutual requirement.
