Hmong Marriage Bill in MN

Has the HMB been passed as a law yet? If so, does it affect unions that were formed prior to the day it was passed? Is it true that in the eyes of the law, if we BELIEVE that we are married even if we do not have a marriage license, then we are considered as such by the law (from provisions on 517.1.6 and 518.0.5.5)? - I am not sure what those numbered clause refer to in the book, but I am looking for second opinion. -

I am not sure whether the state of Mn will look at us as a married couple or not. In the Hmong community, we had the hmong wedding that complied to hmong traditions and rules.

My understanding is that Sen. Mee Moua withdrew the bill this year, but might reintroduce it in 2006.
