Husband won't return kids

Me and my husband are seperated (nothing legal) and we have a verbal agreement regarding having our twins. I was supposed to get them yesterday at 2:00 p.m. and he is refusing to return them to me. What can I do?

If you did not file for a legal separation or a divorce, there is little that you can do. Any "agreements" reached are not binding or enforceable unless memorialized as part of a court order. Without a ourt order, each parent has an equal right to parent the children. That generally means, whichever parent has them in their care is in charge.
