Legal Question in Family Law in Minnesota

Moving out of state; have sole physical & legal custody

I am planning to move from Minnesota to Arizona in mid August. I have a 7 year old child that I was awarded sole physical and legal custody of in 2000. Her father has no visitation rights, and was absent from her life from 2000 - 2005. Within the last year I have allowed him to visit with her for weekends, and he sees her on average about once every 4 weeks.

Do I need to get his permission or the court's permission to move?

He is aware that we are moving, and is trying to negotiate it as a ''I'll let you move to AZ if you'll let me reduce the amount of child support'' deal.
