owing child support with no income

I am asking this questions in regards for my uncle. He is divorced. was in an accident in dec 2000, almost lost his life..has had no income and been unable to work because of health and neurological health problems..been denied SSA..tried to modify child support due to loss of income but to no avail..child support still demands the same amount while fully aware that he has had no income for the course of the past two years. What can he do? (in regards to child support payments?) His ex-wife has been remarried for several years now(both hold jobs) so what can my uncle do if he wants to drops custody rights of the children and his ex-wife doesn't agree?

There is nothing he can do.

He cannot terminate his parental rights by choice. It can onlt be done if the other parent agrees and (1) he is a danger to the child; or (2) the step parent is willing to adopt
