If one parents wants to change child support and visitation schedules do they pay all legal fees for both parties since they are the one who wants to change the current contract.

Most of the time, each party pays for their own legal fees.
First, parties may modify the terms of custody and, with some provisos, child support, by agreement that is filed with the court. If there is no agreement, the person seeking the change must file a Motion seeking judicial review of the issue. A court may award attorney's fees to either party if it believes that one party has contributed unreasonably to the length, dlay and cost of the proceedings. However, in most instances, each party would pay their own attorney's fees.
