is it against the law for a 40 year old man to have sex with a 18 year old.
also if your in a chatroom say a joke to someone which was sexual in nature but found out after they were 13 is that breaking the law

Under Minnesota law, 16 is the age of consent for any person not suffering from a developmental disability. It would not be a crime to have consentual sexual contact with a person 16 years or older in most cases.
The internet question depends on whatm,exactly, was said. It would be a crime to entice a child to engage in a sexual act. It would be a crime to expose a child to sexually explicit images on the internet. A "joke" is unlikely to violate a law, but it is certainly still ill advised.
