Can I put my fiance as my daughters guardian if he is not legally her parent/guardian but her biological father has no rights to her?

I do not understand what you mean by 'put...fiance'... Generally, a legal guardian is a person with legal authority and duty to act on behalf of another (the protected person) as a substitute decision-maker to care for personal and property interests of that person. Guardianship is sought by making a request to the court ('petitioning' the court). Ultimately the court may find that it is appropriate for the person in question to have a legal guardian and so the court would 'appoint' the guardian.
