some records are a matter of public record but can anyone use that information about you if you ask them not too or without your permission?

This is not solely a family law question but I will answer in the context of family law. If there are public records such as criminal records and if custody or parenting time of a child is being addressed in the court system, these public criminal records could be used to help the court determine what is in the best interest of the child. For instance, pursuant to Minn. Stat. section 518.179, if a person is convicted of a certain offense, their parenting time can be restricted. In that case, criminal records can be used without the person's permission.
