Legal Question in Family Law in Minnesota

My son has been taking care of his stepdaughter 80% of the time. My son and his soon to be x wife. (Her mother) have been separated for over a year now has basically abandoned her for over a year and sees her 2 days out of the week while collecting child support from the child's real father even though she is hardly there. Is this legal for her to collect money from the child's real father when my son takes care of her?

Generally child support, as ordered by a magistrate, continues until some event extinguishes the obligation (e.g., a child turning age 18, etc.) or until a modification of the existing order occurs.
