How do i stop threats from ex about welfare and cps and him following me and people he thinks I hang out with.

For this problem, I suggest you simply hire a seasoned, well-experienced, competent, well-trained attorney & let her guide you at this time. For one, perhaps you are aware that stalking is not deemed acceptable, 'sane' conduct in this society. I urge you secure help for yourseslf & child/kids right now, today, no delay whatsoever. I suggest you likely would feel more comfortable with someone your same gender/sex (or perhaps the opposite is true for you...). I suggest you 'step outside the picture': Pretend the issue was happening to a loved one. See, if you do not proactively act to HALT/stop such behaviors, you yourself are very much a part of the problem.
If you reside in a remote area, be aware that a few of us commonly assist people in such circumstances - I myself form a 'special' agreement with my client to do so.
