boarding a horse behind on board

well I have a friend who boarded her horse was late on payments the boarders moved her horse took her tack and added exuberant late fees, they refuse to return her horse or tack, she owes 350.00 but with late fees for 2months the want 950.00 her horse is a pure breed Arabian worth 5000.00 and just her saddle is worth 3000.00 . I haev seen the place she had her horse and the have only 1/2 acer of land per 20 horses, I don't think the is legal but can't find the statutes. She wants her horse and stuff back. I believ at this point she would be willing to sue them I know it isn't legal for them to keep her horse or stuff from her. she has called the police and is waiting for an order fron the DA. She loves her horse and is very upset can you help please

Have her call me. Was there a written agreement?

What county is it in?

It may require court action to recover amount of damages.
