citi card sucks

Citi card is calling 10 plus times a day and when I PICKUP NO ONE ANSWERS my bill was paid is there any way to stop the Harassment

Yes. Have an attorney do a Cease & Desist letter. If it a 3rd party collector, you may have rights under the Federal Fair Debt Collection Practices Act.
