I just reviewed your posting and am not sure I understand your question. If you question is whether a public hearing is required before a tree is removed on your property, the answer will depend on who intends to remove the tree and the reason for it. In general, the utility companies (Excel, for example) have the right to remove or trim your trees if they interfere with power lines. Similarly, most municipalities, and the county, can remove trees depending on the circumstance and purpose of the removal. For the most part, a "public hearing," is not generally required, although there could be circumstances where it would be necessary. However, there is no single state law that covers this topic.
This issue comes up from time to time, and I have been involved in several law suits where (among other matters) the removal of trees was an issue.
