Legal Question in Immigration Law in Minnesota

B1/B2 to F1

I was wondering whether I can change my valid B1/B2 visa to F1 or not? In the past it was not a big of deal but with all the changes after 911, is it still possible? I heard that chaning from B1/B2 to F1 is not possible anymore. Any adivice?
