I drew a very realistic illustration of a celebrity from a photo in a newspaper. Can I display the drawing on my illustration website without violating image copyright laws?

It is likely this would be considered a derivative work and thus protected by copyright law. Copyrights do not only pertain to photos and paintings, but to any derivative work from these works. You would likely be in violation if you posted the image on your web site. If you would like to read more I have included a link.
