Is it legal to use sports team logos on a flier that informs on an event that sells licensed sports team logo sportswear?

Depends on what the "licensed sports team logo sportswear" license includes. Typically you can not display a trademark, certainly not for profit, however licensed sports wear may include a clause that allows reasonable advertising. I can not entirely answer your question without more information.
