Is a company within their legal rights to withhold relocation repayment from a final check?

I worked for a company that offered a relocation package which was paid as an additional sum in my first check and taxed according to my calculated tax bracket based on the payment amount. In the agreement it was stated that I would repay the entire amount if I left voluntarily within 13 months. I resigned after 7 months. No repayment terms were included in the agreement I signed.
