I went to an interview at a company today and found out they had already done a background check on me. Can they do that. I signed nothing, I had only sent them my resume by email which did not have my SS number or date of birth.

You authorization is not required for most items on a background check. You can conduct a background check on anyone you wish. What you can acquire may be limited. You stated that you did not provide your SSN, so they probably did not access your credit reports.
