Can a women be the manager of her daughter at a restaurant?

I have a manager who was hired in to be a server but became a manger soon later.

Her daughter just started working there as well.

ALSO, this daughter is 16, been working there maybe a month, and makes $9.50 an hour. We've had hosts who have families but make $8.50. I'm a college student and make $8.25.

This is not a usual host wage
