Two loan offices for the same company, both offices have an operations manager, are paid the same which is base plus performance. #1 office is closed combining resources into office #2 location.
Office #1 has an operations manager with 8 years of service and a perfect quality record. Office #2 has an ops. manager with 3 years of service. Office #2's manager is pregnant and taking a leave of absence April 1 and it is well known that because she is pregnant and they don't want to be sued.
Office #1 ops. mgr. is moving to office #2 and has been demoted from ops mgr. to underwriter reporting to office #2 ops. mgr. who again has less seniority and experience. Office #1 ops mgr. is now required to take the responsibility of Office #2 ops. mgr. when she is on materity leave but not be paid based on the job title or pay office #1 was paid before the move. Is this legal?

I am assuming you are Ops Mgr for Office # 1, and that you are non-union with no written contract in place.
I would need to know more info, such as whether you have an employee manual or handbook in place and the total # of employees of employer.
Answers to those questions may trigger liability issues. Generally, if you are an at-will employee, you can be terminated ( or demoted or pay cut) any time without notice, unless one of the MN exceptions kicks in, including illegal discrimination, whistle blower immunity or other public policy basis exists for interposing legal protection.
