Failure to pay before occupancy
I agreed to rent to a 1 adult & 1 child. There are now 2 adaluts & 1 child on the property with no money paid to me as of yet and no intent on paying. They entered the property without my consent and moved their belongings in. What can I do. Law enforcement will not remove them.

Have you rented "Pacific Heights" with Michael Keaton? As a Landlord for 25 years I always recommend that movie to clients thinking of getting into rental property.
You will need to EVICT them via an Unlawful Detainer Proceeding under Minnesota Law.

How did they get access/keys to the property without rent + deposit in your hands in advance?
