what are my rights on evicting a renter's personal
property from the rented residence. His first check for
the rent plus the deposits bounced. He claimed he
would make the check good by Saturday but did not and
his cell phone has been disconnected. He has not
paid any monies to live there, and has not been there in
over a week. Can I vacate his things and change the
locks.

Not without a lawyer to hold your hand while you do it.
There are very specific requirements in Minnesota Statutes as to how to properly do this. For one thing, one week is probably too soon. For another thing, you have to put the property in storage and notify the tenant of where the property is. There are rules about how long you have to keep the property and what you can do with it and how.
It's a big deal and there are penalties for not doing it right. My consult fee is $100. Call me.
