Legal Question in Landlord & Tenant Law in Minnesota

I currently rent out of an apartment in Shoreview, MN. Recently I noticed that we have bed bugs, and I contacted my management immediately after finding this out. They are having the exterminators come in and deal with the bugs, however the real problem comes with the bill. In the lease, it states that they may charge me for infestations "caused by negligence or improper use by resident, resident's agents, family, or guests". It also says that "Management will keep the premises and all common areas fit for use as a residential premises. Management will keep the premises in reasonable repair during the term of the rental agreement, except when the disrepair has been caused by willful or negligent conduct of the resident".

I have evidence that suggests that the bed bug infestation began from outside my complex, with the most significant infestation near my window, facing the bottom left side of the window (where the window door opens). I am currently being pressed to pay for the charge of the exterminators, which is about $1300. I feel like I should not be charged for this extermination, as I (nor the residents who share my home) have caused any of the infestation. We keep our apartment very clean, and we do not "neglect" any part of the property. Should I have to pay this fee?

I would need to review you lease in total, but it is likely that this would be the responsibility of the LL

This would be a matter where I would usually charge a small flat fee to write a letter on your behalf, and thereafter recommend the matter be handled in Conciliation Court if not resolved informally.
