tenant's rights in eviction procedings

My brother was served an eviction notice yesterday 6/8/09.

Well, it looks like an eviction notice with the wording but the top title says NOTICE TO PAY OR QUIT.

Anyways they are giving him 3 days to vacate the property before they begin legal proceedings.

I'm assuming it was issued due to non-payment of rent but regardless doesn't he have 14 days in the state of minnesota to cure a default?

usually the rent is compiled along with a late fee by the 3rd day late before noon.

Assuming rent is the issue what are his legal rights in continuing tenancy at his apartment building? the property manager is thick headed as they refuse to hire security after multiple car breakins, and an untold amount of assaults and muggings on property. (one thwarted by me, as an individual tried robbing my brother with me there. in uniform. armed. :/ )

So were pretty sure she wont want to even talk about working something out. Seeking alternate places to live are also out of the question as the rest of the complexes in the area have waiting lists a year long or are beyond affordable.

Unless issued by the court (Dakota County District COurt) the notice is ineffective.

Have him contact me or another attorney to inform the LL that the notice is illegal.
