Filing accident report

My car got hit at my apartment which is on a private parking lot according to our local police. So, the police said I didn't have to file a report with the state, and they didn't file one either. However, looking at Minnesota Statute 169.09, Subd. 7, it says no matter what, if damage is over $1000, you have to file a report. I am confused. My question is: Should I file an accident report on this or follow the local police?

The traffic laws in Minnesota do not apply on private property and that is why the police said you didn't need to file a report. On the other hand it doesn't hurt to file a report and many insurance companies want to see that you filed a report. I would go ahead and file. The worst thing that will happen is that the state won't accept the form.
