can a person have a lawsuit filed against them for an accidental dog bite if the dog is not theirs.

Sure. People can be sued for all sorts of things, even if the claim is meritless. The defendant should win such cases, but that doesn't mean she can't be sued in the first place.
But the case against you may have real merit. I can imagine many scenarios in which someone would be liable for a bite inflicted by another person's dog. Without more information, there is no way to know whether the plaintiff has a viable case against you.
