how long does a plaintiff have to respond to a motion to dismiss for failure to state a specific claim?

The plaintiff has as much time as he or she needs up until the hearing date on the motion to dismiss for failure to state a claim.

It depends on wherethe claim is pending and whether it is in state or federal court. For instance, in many, if not most, state court cases, no written response is required.
Check the local rules. You can also get the federal civil procedure rules online. The florida civil procedure rules can be found on line as well, for state court claims.
