does a township have the legal capacity to determine what is legal lot of record?

Township is Collegevill in cold spring mn.

You should repost this for a MN attorney. I'm not even sure what a "legal lot of record" is. Usually, in CA, the deed is recorded with the County Recorder's office to provide to the world notice of title and the location of the real property.
