.Mechanics' Lien in Minn

I hired a roofing contractor and paid him in full. His workers where not paid for work on my house and now they are threatening to file a lien against my property. Is that legal

If the statutory proceedure was followed, subcontractors can file a mechanic's lien against your property. You have recourse against the general contractor, and the general may also be in violation of a criminal statute. You should either report the situation to your county attorney to see if they are willing to prosecute, contact the state attorney general's office to see if they will help or hire a private attorney.
