Each city has ordinances which govern what type of fence may be erected and whether there is a "set off" which requires that the fence be placed a certain disatnce back from the property boundary. For example, in the city of South St. Paul, there is a set off of one foot from the City street right of way, but no set off from a property line for an adjacent property. You must check the ordinances in your city.
