restrictive Covenants
My mother bought a lake propery in a association and wants to rent the property. the association says that she can not. We also believe that someone is renting in the association. Is there a way to rent or lease the property. They have been very hard on my mother and they do not like her for some reason.

Such restrictive covenants are usually valid. Someone else may be violating the covenenant, but that doesn't mean it's OK. Your mother is probably stuck not being able to rent the place out. She would be best off selling the place most likely.
This is an example of why lawyers are good idea when buying real estate. A lawyer would have warned of the covenant.
