School lease to educational coop that is bringing dangerous children into our co

Due to declining enrollment, our consolidated school district is contemplating shuting down one of our schools. The school in question is in our community that has approx. 300 residents. If the school district shuts the doors on our school, they want to lease it to a educational coop that would use the school to house an academy for Level 4 students. These kids are dangerous, and there is great concern about what this would mean for our community, as well as the safety of the children here. My question is, is there any way for our city counsil to block this transaction? We do not want these dangerous children in our community. Is there anything that we can do as a community to keep this from happening? Please reply. Thank you so much for your time and consideration.

Your city would have to hire a lawyer to determine what could be done via zoning ordinance and whether you could have influence in the state licensing process to operate such a facility.
