State Statute vs Municipal Ordinance
I want to know who has the ruling authority, the State or a municipality. If there is a State statute relating to an issue, can the local municipality further restrict the issue, or is the State the law. I have an issue in question where the State passed a Statute concerning the rebuilding, maintenance or repair of a non conforming structure. But my local municipality has gone further than what the State says and has added further restrictions that are outside of the State statute. So can I follow the State statute or must I conform to the local municipality?

In general the city or county can be more restrictive. You still should consult a competent attorney about this, since there are certainly some reasonability requirements.
